Six HRMS products were compared on 24 September 2026, with each price read from the vendor's own pricing page that day. Tiered vendors are ranked by the price of their top published plan. Vendors that sell modules as add-ons follow them, by entry figure, because their full price is a sum you build yourself. Rippling, HiBob, Darwinbox and Resourceinn publish no price, and Keka and Personio publish only part of theirs, so this method has nowhere to put them. - The whole product sits on the fifth tier. Paid plans start at five users, and the figure you see depends on your region.
BambooHR
Elite $25, Pro $17, Core $10 per employee a month. Teams of 25 or fewer pay a flat rate from $250 a month. Verified September 2026.- Who it suits
- A US company that wants an established HR system and will pay for the top tier.
- Where it wins
- Every tier is printed on the page, with volume and nonprofit discounts.
- Where it falls short
- The most complete plan is the dearest here, and a team under 26 pays the flat rate rather than a per-head price.

What is the best HRMS for a small company?
On what the whole system costs per person, PeopleMuster ranks first at $3 a month with every module in it and no seat minimum. Zoho People's complete plan is $10 a user and BambooHR's is $25. If your team is 25 or fewer, BambooHR charges a flat rate from $250 a month instead.
What does an HRMS include?
An HRMS holds the employee record and runs the daily people jobs: attendance, leave, shifts, benefits and policies. PeopleMuster adds the delivery side on the same record, so timesheets, utilisation and the capacity plan use the same people and the same approved leave. You don't keep two lists of who works here.
Why are Rippling, HiBob and Keka not ranked?
The method ranks on the published price of each vendor's most complete plan. Rippling, HiBob, Darwinbox and Resourceinn publish no price at all. Keka shows plan tabs by region with a base price that isn't printed, and Personio publishes only its €7.60 entry figure. None of them can be placed on a published number.
