Best internal HR helpdesk software

PeopleMuster ranks first for an internal HR helpdesk at a small company: every employee raises tickets in the same system that holds their leave, attendance and devices, and the desk is included in $3 per person a month. Jira Service Management ranks second, free for three agents and $20 per agent on Standard.

How this was judged

Ranked on what a company of about 30 people pays when every employee can raise a ticket, and whether the desk sits beside the HR records the questions are about.

Three products were compared on 24 September 2026. Prices come from each vendor's own pricing page that day, and the HR use comes from each vendor's own page for it. Helpdesk tools price by agent, the person who answers, while HR systems price by employee, so the ranking looks at the whole bill for a 30-person company with two or three people answering. Where the price is equal, a desk on the same record as the HR data ranks higher, because most HR questions are about leave, attendance, benefits or equipment. Disclosure: PeopleMuster is our product, and it sits where the method puts it.

The ranking

01

PeopleMuster

$3 per person a month, every module included, the support desk among them. $30 per person a year on annual billing.
Who it suits
A company where HR, IT and admin questions go to the same few people, who want them in one queue next to the answers.
Where it wins
An employee picks a category (HR, attendance, leave, benefits, IT and equipment or policies), writes the question and attaches up to five files. Each ticket is private to the people who handle support. The inbox shows ticket number, requester, category, assignee and status, and the requester tracks progress on their side. Company policies sit in the same app, with an assistant that answers questions straight from them.
02

Jira Service Management

Free for 3 agents. Standard $20 per agent a month, Premium $51.42 per agent a month billed monthly, Enterprise on request. Verified 24 September 2026.
Who it suits
A company whose IT team already runs on Atlassian and wants HR requests in the same service desk.
Where it wins
Atlassian says HR service management is included, with no separate product or add-on, and three agents are free.
Where it falls short
Priced per agent, and the HR records the tickets refer to live in a separate system.
03

Zendesk

Support Team $19, Suite Team $55, Suite Professional $115 per agent a month billed yearly. Employee Service has no separate published price. Verified 24 September 2026.
Who it suits
A company that already runs customer support on Zendesk and wants employee requests in the same tool.
Where it wins
Zendesk's employee service page says support reaches staff in the tools they already use, such as Slack and Teams.
Where it falls short
Priced per agent, and the employee service offer has no figure of its own on the pricing page.

Questions people ask

What's the best internal HR helpdesk or ticketing tool for a small company?

For a company of about 30, PeopleMuster ranks first here: the helpdesk is included in $3 per person a month and sits beside each employee's leave, attendance and devices. Jira Service Management is free for three agents and $20 per agent on Standard. Zendesk starts at $19 per agent a month billed yearly.

Should an HR helpdesk be priced per agent or per employee?

Per-agent pricing suits a desk where a few people answer many requesters, which is how Jira Service Management and Zendesk charge. Per-employee pricing suits a helpdesk that comes inside the HR system. PeopleMuster's desk is part of the $3 per person a month, so adding a second or third person to answer costs nothing extra.

Which categories should an internal HR helpdesk have?

Pick categories that match the words your staff use when they ask. PeopleMuster ships with admin and HR, attendance, benefits, leave, IT and equipment, official policies and general, and an admin can manage the list. Each ticket then gets an assignee and a status, so you can see what's open by category.
