PeopleMuster ranks first on price transparency: the page says $3 per person a month, and that is the whole bill, with every module, no tier, no base fee and no seat minimum. Gusto and BambooHR follow, printing every tier. Rippling, HiBob, Darwinbox and Resourceinn publish no price at all.

Ranked on how much of a 30-person company's full monthly bill you can work out from the vendor's own pricing page, without a sales call.
Eight HR products that publish a figure were compared on 24 September 2026, with Gusto and Personio as read in a browser on 22 September. Each was scored on four questions. Is every tier priced? Are base fees and seat minimums printed? Is the figure the same wherever you read it? And does anything sit behind a quote? Rippling, HiBob, Darwinbox and Resourceinn were checked the same week and gate their price behind a form, so they are listed in the answers below rather than ranked. Core $10, Pro $17, Elite $25 per employee a month. Teams of 25 or fewer pay a flat rate from $250 a month. Verified September 2026.- Who it suits
- A company that wants every tier priced on the page, with a flat rate for very small teams.
- Where it wins
- All three tiers are printed, along with a 15% nonprofit discount and a small-team flat rate.
- Where it falls short
- Volume discounts are mentioned without figures, and the under-26 flat rate is a starting point.
Zoho People

- The page loads its prices by region, so the figure you see depends on where you read it.

- A small company that wants a plain HR record, with migration included.
- Where it wins
- The pricing page says migration and onboarding are free and that there are no hidden fees.
- Where it falls short
- The HR figure is a starting price, and recruiting is billed per recruiter on its own line.

PeopleMuster publishes $3 per person a month with every module included and nothing added on top. Zoho People prints tiers from $1.50 per user on a five-user minimum, and Deel and HarmonyHR publish starting prices from $5. BambooHR prints Core at $10, Pro at $17 and Elite at $25.
Which HR software vendors don't publish a price?
Rippling, HiBob, Darwinbox and Resourceinn all send you to a quote or demo form, checked in September 2026. Rippling does publish its structure: products sold on top of a required core platform, billed per employee per month. Keka publishes its plans, but the base price is loaded by region and is not a clean per-person figure.
