A leave quota works better than unlimited PTO for most small teams, because a number tells people what they can take without asking around. Unlimited PTO sounds generous and often works the other way round. With no balance to spend, each request turns into a guess about what the team will think. Careful people take less. Confident people take more, and your policy ends up rewarding whoever feels safest asking.
A quota swaps that guess for a figure. Picture a set of Annual 10 days, Casual 5 and Sick or Emergency 5. That's 20 days a year, or 160 hours on an 8-hour day, and everyone knows it from their first week. Nobody has to wonder whether a Friday off looks bad.
Open policies also change what happens when someone resigns. With no balance, there's nothing left to pay out. Under a quota you decide, type by type, whether an unused balance can be encashed at days × daily rate, and you write that choice down before anyone asks.
If you still prefer an open policy, give it a floor. Say everyone should take at least 15 days a year, then look for the people who fall short. A floor is a quota pointed the other way, and it needs the same tracking to mean anything.
