Seat minimums punish small teams

How a minimum changes the price you were quoted

Per-seat pricing sounds fair because the bill grows with your team. A minimum quietly breaks that promise at the bottom of the range, which is exactly where small companies sit.

Below the floor, your price per person isn't the number on the page. It's the minimum bill divided by your real headcount, and it gets worse every time someone leaves.

Minimums are common in this category, and they're printed on the pricing pages if you know to look. Most buyers read the headline figure and find the floor on the first invoice.

What the vendors publish

Each of these was read from the vendor's own pricing page in September 2026. A minimum can be a seat count, a monthly floor or a base fee that sits under the seats.

• Runn: a 20-seat minimum, with Lite at $7 per resource seat per month billed annually.
• Calamari: a 10-seat minimum, with Time Off at $2.50 per employee per month billed monthly.
• Zoho People: paid plans need at least 5 users, from $1.50 per user per month.
• Productive.io: a 3-seat minimum, with Essential at $10 per user per month billed yearly.
• Vacation Tracker: Core is $2 per user per month with a $50 monthly minimum.
• BambooHR: teams of 25 or fewer pay a flat rate from $250 a month instead of per seat.
• Waybook: Core is $99 a month on annual billing for the first 20 seats.

Base fees and setup fees work the same way

A base fee is a minimum with a different label. Gusto Simple is $49 a month plus $6 per person, so a small team pays the base whether it has three people or thirty. Connecteam's Basic hub is $29 a month on annual billing for the first 30 users.

Setup fees land once, before you've seen any value. Trainual's pricing page lists a one-time implementation fee of $1,000.

Neither is hidden, and neither is wrong. But each one moves your real cost per person away from the figure you compared, and it moves furthest for the smallest teams.

Why small teams pay the most for the floor

If your company is already above a minimum, it costs you nothing. For a team of eight, a ten-seat floor means two empty seats on every invoice.

A small team also changes size faster. You hire two people in spring and lose one in autumn, and a floor means the bill only follows you up.

And you feel an extra line on the card most when your team is small. A floor that a 200-person company never notices can decide whether a 15-person agency buys at all.

One price from the first person

Five questions to ask before you sign

Ask these of any vendor, and get the answer in writing next to the price you're comparing.

• Is there a minimum number of seats you pay for, or a minimum monthly bill?
• Will you pay a base or platform fee on top of the per-person price?
• Is there a setup, implementation or onboarding fee?
• Is the price you quoted billed yearly, and what is it month to month?
• Which modules does your headline price include, and which cost extra?
