Best HR chatbots
PeopleMuster ranks first among HR chatbots because the assistant answers from your own published policies, and a question it can't settle becomes a tracked ticket in the same product, for $3 per person a month with every module. Jira Service Management ranks second for an agent-priced desk with HR service management included.
How this was judged
Ranked on where an employee's answer comes from, and where the question goes when it needs a person: your policies first, then a tracked ticket.
Six products were compared on 24 September 2026. An HR chatbot is a front end on one of two things: the company's written policies, or a queue of requests that people answer. Products holding both in one place rank above products holding one. Each price was read from the vendor's own pricing page that day. Disclosure: PeopleMuster is our product, and it sits where the method puts it.
The ranking
PeopleMuster
$3 per person a month, every module included, no tiers. $30 per person a year on annual billing, which is two months free.- Who it suits
- A company that wants staff to ask about leave, working hours or benefits and get the answer from the policy HR actually wrote.
- Where it wins
- Each policy is published with a category, a summary and its own link, then split into chunks and indexed for the assistant. When a question needs a person, the employee raises a ticket with a category, details and files. HR assigns it and moves it through its statuses.
Jira Service Management
Free for 3 agents. Standard $20 per agent a month, Premium $51.42 per agent a month billed monthly, Enterprise by contact. HR service management included, no add-on. Verified 24 September 2026.- Who it suits
- A company already on Atlassian tools that wants HR requests in a service desk.
- Where it wins
- HR service management comes in the product, with a free plan for three agents.
- Where it falls short
- Priced per agent, so every HR person who answers requests is a paid seat above three.
Zendesk
Support Team $19, Suite Team $55, Suite Professional $115 per agent a month paid yearly. Employee Service has no separate published price. Verified 24 September 2026.- Who it suits
- A company that runs customer support on Zendesk and wants employee requests in the same tool.
- Where it wins
- Published per-agent plans from $19 a month paid yearly.
- Where it falls short
- Employee Service carries no separate published price, so its cost is known only after asking.
Waybook
Core $99 a month billed yearly ($119 monthly) for 20 seats, then $5 ($6) per extra member. Pro $198 ($238), then $10 ($12). 7-day trial. Verified 24 September 2026.- Who it suits
- A team that wants its written processes and policies in one library.
- Where it wins
- Published plans with 20 seats in the base price.
- Where it falls short
- The base covers 20 seats, so a team of eight pays the 20-seat figure.
SweetProcess
$82.50 a month for up to 10 members billed yearly ($99 monthly), then $4.17 a month per extra member. 14-day trial. Verified 24 September 2026.- Who it suits

- Where it falls short
- No published plan prices, and a $1,000 implementation fee on top.
Questions people ask
How does PeopleMuster's HR chatbot find an answer?
From your own published policies. When HR publishes a policy, PeopleMuster splits it into chunks and indexes them, and the assistant searches those chunks. A newly published policy is answerable straight away, with nothing to retrain, and the policy's own link is there to read in full.
What happens when the answer isn't in a policy?
The employee raises a ticket on the support desk. They pick a category such as Leaves or IT & Equipment, then add a subject, details and up to five files of 10 MB each. The ticket is private to the people who handle support, and the employee can track its status.
Where does Slack fit with PeopleMuster's HR help?
Slack carries the outbound side. PeopleMuster posts scheduled reminders, reports and announcements into your workspace, such as a weekly hours-submission reminder. Questions are asked and tickets are raised inside PeopleMuster.
